For more than 40 years, Toby Troutman has built and operated successful businesses across multiple industries in Arkansas. He co-founded Apple's Records & Books in 1978 and Troutman Oil Company, Inc in 1982, later establishing Pony Express Convenience Stores, ERA Homestead Realty, US FUEL International, US Pawn & Loan, US Security Storage, TRT Investments, and Arkansas Across Creek Ranch. His lifelong works have created jobs, supported the local economy, and strengthened communities throughout Lonoke County and beyond.
Licensed as an Arkansas Real Estate Salesman in 1987 and Broker in 1989, Toby also served as a Real Estate Appraiser and became a licensed Arkansas Homebuilder and Contractor (Residential & Commercial). He founded Troutman Development Company and helped develop residential and commercial properties including FieldCrest Estates (Cabot), Deerfield (Ward), Gateway Commercial Development (Cabot), and multiple housing and commercial projects. By 2001, he had built his 100th residential home.
Toby has successfully completed major infrastructure projects, including the Cabot Schools Water Project (2009), the City of Jacksonville Water & Sewer Project (2009), and the City of Carlisle Water & Sewer Project (2010). These projects required oversight, budgeting, coordination, and accountability — experience directly relevant to managing county operations and taxpayer dollars.
A graduate of Cabot High School (1977), Toby attended Harding University, the University of Central Arkansas, ASU-Beebe, and the University of Arkansas at Little Rock. He completed the National School of Real Estate and has been a member of the Arkansas Realtors Association, North Pulaski Realtors Association, and Arkansas Petroleum Marketers Association.
After a lifetime of building businesses and completing projects, Toby retired in 2024 and is now focused on bringing his leadership and real-world experience to public service.
