Reliable roads are essential to the safety, economy, and daily lives of Lonoke County residents. As County Judge, Toby Troutman will implement a countywide road hotline - a single, easy-to-remember phone number available 24 hours a day, with all call voice recorded to ensure accountability. This hotline will allow residents to report road conditions, maintenance concerns, and safety issues directly, without red tape or guesswork. Every single complaint will receive a follow-up, whether through a returned phone call or an in-person site visit to evaluate the issue firsthand. No report will be ignored, and no concern will be brushed aside - because when it comes to our roads, every voice matters and every dollar spent should reflect the people's needs.
Lonoke County Judge now manages more than $24 million in taxpayer funds, and that responsibility demands experienced, disciplined leadership. Toby Troutman believes the county government should run with the same accountability, oversight, and effiency expected in the private sector. Every contract, every service, and every decision should be guided by common sense, competitive bidding, and measurable results. This is not about politics - it's about stewardship. Toby is committed to ensuring that every dollar is spent responsibly, transparently, and in a way that delivers real value to the people who earn it.
One of my core strengths is working with sub-contractors. As a builder and developer, I’ve managed and negotiated countless sub-contractor agreements, always focused on getting quality work at a fair price.
As County Judge, I will bring that same approach to county operations. Any time the county uses a sub-contractor for services, those jobs will be competitively bid on a regular basis—annually or more often when needed. This ensures taxpayers are getting the best value while maintaining high standards.
But it’s not just about the lowest bid—it’s about the best results. Contracts will be awarded based on both cost and the ability to deliver quality work.
I will also implement a strong follow-up quality assurance process. Sub-contractors will be held accountable, and work will be thoroughly reviewed to ensure it meets clear expectations before payment is approved.
This approach protects taxpayer dollars, improves service quality, and ensures the job is done right the first time.
Once road issues are identified and properly prioritized, I will implement a County Road Work Order system to ensure projects are organized, tracked, and completed efficiently by the Road Department.
This system will create a clear process for initiating work and moving projects forward without unnecessary delays.
In addition, I will establish a strong quality assurance program to follow up on every project. Each job will be reviewed to ensure it is completed correctly, meets clear standards, and serves our community the way it should.
This means better roads, better oversight, and real accountability for the work being done.

I am not accepting campaign contributions from anyone. Period.
I made this decision weeks ago, and I stand by it. I will fund my campaign personally—win or lose—because I believe the people of Lonoke County deserve a County Judge who answers only to them.
